Pomona Plumbing Permits: What the City Says Needs One
Before a reroute or repipe, ask whether it needs a permit. Here is what the City of Pomona publishes, and where its handout stops short.
What the City publishes

The City of Pomona Development Services Department, Building and Safety Division, publishes a plumbing permit handout dated November 2024. It cites Section 104 of the 2025 California Plumbing Code (City of Pomona plumbing permit handout). This page summarizes that handout. It is a partial excerpt, not a substitute for the City’s own guidance.
What needs a permit according to the handout
- Any new drain, waste or vent piping, traps or valves
- Any new, replacement, relocated or altered water heater
- New, relocated or altered gas lines
- New or relocated fixtures such as sinks, toilets and water softeners
What the handout exempts
- Stopping leaks in drain, soil, waste or vent pipe, though if a trap or pipe is defective and must be replaced, the work is treated as new and needs a permit
- Clearing stoppages and repairing leaks, if the repairs do not involve replacing or rearranging valves, pipes or fixtures
- Replacing a fixture in the same location, if it does not require replacing or rearranging valves, pipes, backflow devices or traps
An exemption does not allow work that breaks the code or other local laws.
What the handout does not say
The handout does not mention water supply line reroutes or whole-house repipes by name. That does not mean they need or do not need a permit. Contact the City of Pomona Building and Safety Division through the City’s website and ask about your specific project before work starts.
Questions to ask your plumber
- Does my job need a permit, and who pulls it?
- Is the permit cost included in your price?
- When is the inspection, and who is present?
- What happens if the inspector requires changes?
